Working loads, leg loads and ties are worked out for the actual structure, so the design carries what the trades will put on the platform rather than an assumed figure.
Can the design avoid over-supplying material?
That is what the planning is for. An optimised layout means material that is not needed never arrives on site — usually the largest saving on a scaffold package.
